中国旧海关史料流落国内外各地，在长距离搬迁移动中，大量遗失、损坏。在这样的背景下，2003年，在哈佛燕京图书馆幸运地发现了海量旧海关出版物，多数系哈佛校友的捐赠，发现了大量日报、月报和月表，各类海关旧出版物的总量至少已达1010期(卷)。
鸦片战争后设立的新式海关,是中国对外贸易与对外交往的重要窗口,除了负责对外贸易、征税、缉私、统计之外,还负责航船停泊、引水、沿海灯塔和航标的设置与保养、琉浚航道、气象观测、口岸疾病检疫以及近代早期的邮政通讯业务和准领事业务、处理华工出国事宜、清偿对外赔款、在国外主办各类博览会等,甚至还参与各种外交与洋务活动。由干近代旧海关具有丰富、特殊且重要的职能,所形成的大量内部出版物涉及到当时中国经济、政治、文化、国际关系、生态等诸多方面,具有极高的史料价值。近代中国海关内部出版物以其编制时间之长,内容之广泛,表达方法之科学、严谨,成为其时留存下来的一套最为系统完整的史料。自1910-1918年马士的名作《中华帝国对外关系史》发表以来,许多学者利用中国旧海关出版物,完成一系列“近代中国”研究,其中不少已经成为经典之作。因而,中国旧海关出版物也是一份享有广泛国际声誉的近代中国历史研究文献库。
